Overview
The Nigerian Communications Commission regulates Nigeria’s entire telecommunications sector, overseeing spectrum management, licensing, consumer protection, and industry compliance for a market of over 200 million subscribers. We partnered with the NCC to overhaul their digital platform from the ground up: restructuring over 400 pages of legacy content into a coherent, accessible architecture, building new infrastructure, including the Commission’s first dedicated incident reporting portal for mobile network operators, and delivering a modern, secure platform fit for a regulator of national significance. Within months of launch, the rebuilt site was ranked #2 out of 235 federal MDAs in the BPSR’s national website performance scorecard, evaluated across 14 criteria including security, mobile responsiveness, usability, and functionality. Weeks earlier, the NCC had also been recognised by PEBEC as one of the top five best-performing federal government agencies for 2025 under the Transparency and Efficiency category.
The Challenge
The Commission's existing platform had been built on Joomla and, like many long-standing government digital assets, had accumulated complexity over time. With 5000+ pages of content, an information architecture that had grown organically rather than by design, limited mobile responsiveness, and incident reporting capability, the platform needed to evolve to match the Commission's ambitions and the expectations of a modern regulatory audience. The challenge was not cosmetic. It was structural: delivering a foundation that could support the NCC's next chapter of digital-first public service.

Ran discovery workshops across NCC departments to map content ownership, user journeys, and technical requirements before defining the platform architecture

Audited all existing content and redesigned the full information architecture, consolidating and restructuring 5,000+ content items before writing a line of code

Built a platform with layered security (WAF, MFA, RBAC, SSL/TLS), role-based content management, and a dedicated incident reporting portal, the Commission’s first, enabling MNOs to submit regulatory reports directly through the site

Delivered structured UAT across alpha, beta, and final review phases, resolving all critical and high-priority defects before handover and training eight NCC staff on platform administration
